Basically the problem you having is you are playing a map which only supports the games default 31 fruits. Now the problem is when you add mods which add new fruit types, so for example Seasons adds Snow, Salt and Semi-Dry Grass that is three new types. Yeah, as u/Bear_the_Spaceman said, only the 1.3m diameter bales work. I didn't mention in the post but it was Grass i was baling. My bad. Saw straw harvest in the title and thought you were attempting to wrap straw. I believe only grass bales can be wrapped actually, not hay.
